Reconstitute HCG into different vial.

Soooo…. I have a vial of 5000IU HCG… picture is attached. I normally reconstitute 6000iu of HCG will 6ml of bacteriostatic water and dose .25mls twice a week. My 5000iu vial came in a small vial. My question is, can I put a ml or 2 of water into this vial, transfer it to my 10ml vial, and add another 4mls to it? 5 ml of water isn’t fitting into this little vial I have.
